Foreign trucks transporting goods inside the Kingdom face penalties and fines for violations

The General Authority for Transport has announced the implementation of the provisions of the Land Transport System on roads in Saudi Arabia. This decision, based on Cabinet Resolution No. 614 dated February 18, 2025, includes penalties for foreign trucks violating regulations on transporting goods within the Kingdom.
The penalties range from fines of at least 10,000 riyals to up to 5 million riyals, along with impounding the violating foreign truck for a minimum of two weeks, up to two months. Additionally, the truck may be confiscated in case of repeated violations, and non-Saudi drivers conducting transport activities without a license will be deported. The Authority emphasized its commitment to enforcing regulations, conducting inspections, and taking necessary actions to ensure an organized and safe transport environment, supporting economic growth, enhancing supply chain efficiency, and boosting the logistics sector’s competitiveness.
All parties and institutions are advised against contracting foreign trucks for transport within or between cities in the Kingdom, limiting such operations to locally licensed carriers approved by the Authority. Foreign trucks are only permitted to transport goods from outside the Kingdom to a specific destination city or to transport goods on the return journey to the originating country from the same destination city or cities along the return route.
The Authority urged all carriers and foreign trucks to comply with regulations, utilize official channels to obtain the required licenses, to ensure the continuity of their operations within the legal framework, and enhance the reliability of the Kingdom’s transport sector for increased efficiency and sustainability.
