Government launches Digital Transformation 2025 Measurement Index

The Digital Government Authority has launched the Digital Transformation Measurement 2025, aimed at increasing government entities’ commitment to digital transformation decisions and orders, enhancing the quality of digital government services provided to beneficiaries, and contributing to the Kingdom’s international leadership.
Engineer Ahmed Al-Swayan, the Governor of the Digital Government Authority, explained that the Digital Transformation Measurement is the empowering digital tool for the transformation journey, supporting the strategic directions of the digital government in the Kingdom to become a global leader in the field of digital government, in line with the Kingdom’s Vision 2030 targets.
He emphasized that the Digital Transformation Measurement seeks to meet the requirements of digital transformation, develop the digital government, and improve the performance and effectiveness of government entities, thus speeding up the pace of digital transformation in the Kingdom, increasing beneficiary satisfaction, and improving quality of life.
The 2025 Measurement cycle began today with a remote introductory workshop attended by over 2000 specialists representing 244 government entities. The workshop included an introduction to the measurement methodology, highlights of the updates to the basic standards document for digital transformation, and the timetable for the cycle.
The 2025 Measurement is a continuation of previous cycles. The updated version of the basic standards document for digital transformation includes 95 standards compared to 96 in last year’s 2024 version, in which 235 government entities participated and achieved a progress rate of 87.14%. Additionally, 96 government entities reached the stages of creativity and integration.
